Theresa C. Carnegie, a Member of the Health Law Practice of Mintz, Cohn, Ferris, Glovsky and Popeo, P.C.; and Rodney L. Whitlock, Vice President of ML Strategies, the firm’s government relations and business advisory affiliate; are speaking at the Fifth Annual Pharmacy Benefit Oversight & Compliance Conference. The event is hosted by CBI and is taking place on November 14-15 at the Marriott at McDowell Mountains in Scottsdale, AZ.

The Annual Pharmacy Benefit Oversight and Compliance Conference brings together professionals from health plans, pharmacy benefit managers (PBMs), pharmacies, and pharmaceutical manufacturers to analyze trends surrounding state and federal regulatory requirements, government enforcement, and oversight of compliance programs.

In their session, Ms. Carnegie and Mr. Whitlock will discuss potential regulatory changes due to the 2016 Presidential Election. They will assess the election’s potential impact on state and federal regulations, government enforcement and Congressional oversight.

Ms. Carnegie focuses much of her practice on counseling health plans, pharmacy benefit managers, pharmacies, device manufacturers, and distributors on regulatory and compliance matters. Her practice extends to counseling on drug pricing and reimbursement issues, Medicare Advantage and Medicare Part D compliance, and the regulatory requirements under the Affordable Care Act and state health insurance exchanges. Ms. Carnegie regularly counsels her clients on compliance with federal and state fraud and abuse laws, the PhRMA and AdvaMed Codes, state disclosure and gift ban laws, and state licensure laws.

Mr. Whitlock is a veteran health care policy professional with more than 20 years of experience working with the US Congress, where he served as health policy advisor and as Acting Health Policy Director for Finance Committee Chairman Chuck Grassley of Iowa and, earlier, on the staff of former US Representative Charlie Norwood of Georgia. In February 2005, Mr. Whitlock left the office of Congressman Norwood to join the Finance Committee Staff as a health policy advisor to Chairman Grassley. In that capacity, he was lead Senate Republican staffer for Medicaid legislation from 2005 to 2010, including the Deficit Reduction Act of 2005, the Tax Relief and Health Care Act of 2006, the CHIP Reauthorization Act of 2007 and 2009, and the Affordable Care Act of 2010. He continued to serve Senator Grassley through 2015 working on all health-related issues.
